Ukrainian–German Dialogue on Digital Justice in Berlin
On 23 – 25 October 2025, the second scientific and practical seminar took place in Berlin within the framework of the Ukrainian-German research project “Electronic Justice in Focus: A Comparative Study of Germany and Ukraine”, implemented by the Faculty of Law of the National University of Kyiv-Mohyla Academy in cooperation with the Cologne University of Applied Sciences (Technische Hochschule Köln).
The Faculty of Law of NaUKMA was represented at the seminar by Dean Dr. Volodymyr Venher, Senior Lecturer Dr. Daria Bohatchuk and Postgraduate Student Andrii Koshman who presented their scientific reports. Also participating on the Ukrainian side were Judges of the Supreme Court Dr. Oleksandra Yanovska and Dr. Olena Kibenko, as well as the First Deputy Head of the Secretariat and Head of the Department of Analytical and Legal Work of the Supreme Court Dr. Rasim Babanly who joined the seminar online.
Participants from Germany included: Prof. Dr. Simon Johannes Heetkamp, Cologne University of Applied Sciences; Prof. Dr. Daniel Effer-Uhe, Founding Dean of the Faculty of Law at BSP Business & Law School; Prof. Dr. Christian Piroutek, Stralsund University of Applied Sciences, CMS; Prof. Dr. Sven Thorsten Peter Gelbke, Cologne University of Applied Sciences; Dr. David Stadermann, Judge at the Administrative Court of Hamburg; Annika Schröder, Head of Public Affairs at “Legal Tech Verband Deutschland e.V.”; Clemens Hufeld, Vice President Legal Data at Noxtua, Julia Bubarew, student assistant at Cologne University of Applied Sciences.
During the seminar, participants discussed successful cases, legislative challenges, and the systemic aspects of implementing electronic justice in Ukraine and Germany. Particular attention was given to the prospects, advantages, and risks of applying artificial intelligence in the justice system. As part of the event, thematic meetings were also held at the Federal Ministry of Justice and Consumer Protection of Germany and at the Bundesrat.
The exchange of experience and expertise between scholars and practitioners from Ukraine and Germany contributes to the further development of interstate cooperation in the field of electronic justice. The outcomes of the joint work will form the basis for the elaboration of practical recommendations aimed at enhancing legal regulation and addressing the current challenges of the digitalisation of the justice system in both countries.
