Gender-legal expertise and EU integration: NaUKMA Faculty of Law engages in discussions at Oxford
Ukraine’s European integration requires not only aligning national legislation with EU law but also improving legislative procedures. Gender-legal expertise plays an important role in assessing how legislation affects equal rights and opportunities.
These issues were discussed at the international academic and expert event “Gender-Legal Expertise on the Way to the EU: Rule of Law, Gender Procedures and Requirements for the Legislative Process – Comparative Experience”, held at University of Oxford and co-organised by the Rule of Law Research Centre of the Faculty of Law at National University of Kyiv-Mohyla Academy.
The event brought together scholars, parliamentary representatives and experts from different countries to explore how gender-legal expertise can improve legislative processes.
The discussion was part of the research project “Reforming Parliamentary Service for Enhanced Governance and European Integration: A Comparative Study of Ukraine and Poland”, funded by the Foundation for Polish Science FNP.
Other co-organisers included the EU Law Discussion Group at Faculty of Law, University of Oxford, the Faculty of Law and Administration at Nicolaus Copernicus University in Toruń, and the Centre for Interdisciplinary Constitutional Studies at Uniwersytet Jagielloński w Krakowie.
Opening remarks were delivered by Volodymyr Venher, Dean of the Faculty of Law at NaUKMA; Maciej Serowaniec, Dean of the Faculty of Law and Administration at Nicolaus Copernicus University; and Barbara Havelkova of the University of Oxford.
The programme focused on two areas:
– Practical aspects of gender-legal expertise: legislative procedures, parliamentary practice, gender impact assessment and the role of parliamentary services. Moderated by Dr Barbara Havelková.
– Theoretical and constitutional foundations of gender-legal expertise in EU Member States and candidate countries, including legal approaches to gender equality. Moderated by Monika Florczak-Wątor, Professor of Law at Jagiellonian University.

Participants included academics and parliamentary law experts, among them Maksym Bondar, a PhD student at the Faculty of Law of NaUKMA.
For the Faculty, such international initiatives contribute to research on the rule of law, parliamentary institutions and Ukraine’s European integration. Comparing European practices provides insights for improving Ukraine’s legislative process.
We thank the Secretariat of the Verkhovna Rada of Ukraine (the Ukrainian Parliament) for its cooperation in this activity and for delegating a representative to the event.
We also thank our international partners and participants, as well as Larysa Chovnyuk, Vice President for International Cooperation at NaUKMA, for her support in organising the event.
