Decent Work in Times of War: Ukrainian Experience at the Heart of International Discussion

On July 3, 2025, at the 9th Regulating for Decent Work Conference on “Strengthening labour institutions and worker voice to deliver decent employment,” organized by the International Labour Organization in Geneva (July 2–4, 2025), our faculty members held a session titled “Institutional Changes During War: The Case of Ukraine.”

As part of the joint research project “Just Transition: Right to Work after War. Towards Decent Work in Ukraine,” Jasmin Beck, a researcher from Europa-Universität Viadrina Frankfurt (Oder), revealed the specifics of regulating labor relations in emergency conditions according to international ILO acts.

  • Professor Eva Kocher from Europa-Universität Viadrina served as moderator and successfully guided the discussion.
  • I. Yatskevych presented a general overview of the organization of labor relations under martial law and the reform of labor legislation.
  • I. Dzera outlined the problems of distinguishing between civil and labor contracts in modern conditions.
  • T. Fedosieieva spoke about legislative novelties regarding domestic workers.
  • R. Khanyk-Pospolitak dedicated her report to the resolution of labor disputes under martial law.

Session participants also answered questions from foreign colleagues present.

The session became an important platform for exchanging experience and developing solutions in the field of regulating decent work.
