Rule of Law in Wartime: Faculty Visit to Central European University

Upon the invitation of Matthias Moshel, Dean of the Faculty of Legal Studies at Central European University (Vienna, Austria), Volodymyr Venher, Dean of the Faculty of Law at National University of Kyiv-Mohyla Academy, delivered a public lecture on the topic of “Rule of Law in Wartime.”

During his presentation, Dean Venher addressed the following crucial questions:

– Are fair procedures possible under martial law in Ukraine?
– Which elements of the rule of law are applicable during wartime?
– Is it possible to apply traditional elements of transitional justice in Ukraine?
– Is the martial law regime a challenge to the rule of law in Ukraine?

The discussion was further enriched by insights from NaUKMA Faculty of Law lecturers Oleksii Tselyev and Ivan Yatskevych, who shared their perspectives on the topic.

Seizing the opportunity, representatives from National University of Kyiv-Mohyla Academy also held a series of meetings with colleagues from the WU (Wirtschaftsuniversität Wien). Notably, Vice-Rector Prof. Dr. Martin Winner expressed his support and demonstrated openness to further cooperation during their meeting.

An equally valuable addition to the meetings with academic colleagues were visits to the Constitutional Court and the Supreme Court of Austria, facilitated by Prof. Stefan Weber. There, faculty representatives met with current, newly appointed, and retired judges to discuss shared challenges and identify avenues for future cooperation. Specifically, discussions included organizing guest lectures, joint participation in conferences, and implementing research projects.
