Based on the example of Ukraine, the article proves the existence of the modern paradox of “green” energy and the need for a comprehensive government policy for balanced development of the renewable energy sector.
Climate change mitigation policies (focusing primarily on the energy sector) are designed to provide additional benefits for sustainable development, such as reducing energy poverty and implementing the principle of energy justice, which attracts the attention of scientists and politicians.
However, measures to mitigate climate change have the opposite effect in the context of increasing the use of renewable energy: due to the growing share of solar and wind energy in Ukraine, the dependence on heat generation to balance the energy system is also increasing. The aim of the article is to analyze the economic, technical and managerial challenges of the outlined paradox as a consequence of unbalanced state regulation based on the example of Ukraine and to develop proposals for sustainable development of renewable energy in a costeffective manner, considering the balance of interests of the state, producers of electricity from alternative energy sources, consumers of electricity and other market players.
We argue that the green-coal paradox will gradually lose its relevance with more consistent and systematic action by the Ukrainian government towards balanced development and the political will to actualize the previously announced promises of reforms in the energy sector.
