Kateryna Chernohorenko

In 2008, graduated from Odesa National Law Academy (currently National University "Odesa Law Academy") with speciality in “Jurisprudence” (Master of Law).
In 2022, obtained a master’s degree in the speciality “Public governance and administration” at the National University of "Kyiv-Mohyla Academy"
In 2006–2018, worked in the field of law and practised as a barrister.
In 2019, commenced work at the Ministry of Digital Transformation of Ukraine, where she took part in the launch of next-generation electronic services: “eMaliatko”, electronic sick leave, and COVID-certificates in the Diia app.
In July 2022, led the Drone Army project.
Since 2023, Kateryna Chernohorenko has been an Advisor to the Deputy Prime Minister
on Innovation, Development of Education, Science, and Technology – Minister of Digital Transformation of Ukraine (pro bono).
From September 2023 to July 2025 – Deputy Minister of Defence on digital development, digital transformation, and digitalization. In this capacity, she launched and scaled the Reserve+ and Army+ applications, developed the Oberih register of conscripts, introduced innovative defence technologies, including the DELTA combat system, generated over €3 billion to strengthen defence capabilities within the framework of the Drone Coalition and IT Coalition, initiated the creation of the first military cyber centre and the military medical commission reform, as well as contributed to the adoption of the Law of Ukraine “On the Register of Conscripts”.
On 12 November 2025, headed the Digitalization Programme of the High Qualification Commission of Judges of Ukraine (HQCJ), which is being implemented by the Legislative Change Laboratory.
