NaUKMA Faculty of Law Lecturer Contributes to Strengthening Standards of Prosecutorial Self-Governance

On 25–26 September, a workshop “Council of Prosecutors of Ukraine: mandate, compliance with Council of Europe standards, and interaction with society” was held in Lviv.
Volodymyr Petrakovskyi, Senior Lecturer at the Department of Criminal Law and Criminal Procedure, Faculty of Law, NaUKMA, and national consultant of the Council of Europe, together with his colleague Sergii Bobra, worked with members of the Council of Prosecutors on the institution’s mandate, its strengths and weaknesses, compliance with European standards, and the role of the prosecution service in the ongoing European integration process.
Participants discussed key challenges, including:
– ensuring independence and accountability of the Council of Prosecutors;
– fulfilling Ukraine’s international obligations in the area of prosecutorial self-governance;
– building open and trust-based interaction with society.
A separate part of the workshop focused on media communication. Transparency and readiness for dialogue define the level of public trust in justice institutions. Participants practiced crisis communication skills, prepared comments for simulated press conferences, and received professional feedback.
This format served not only as a learning platform but also as a space for developing joint recommendations and defining the next steps of cooperation with the Council of Europe.
The workshop was organised by the Council of Europe within the framework of the project “Strengthening Human Rights Protection in the Criminal Justice System of Ukraine – Phase II”, as part of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” (2023–2026).
