NaUKMA Faculty of Law participates in international forum on digital rights and online safety in Montenegro

On 14 May 2026, Maksym Dvorovyi, a PhD student at the Department of Private Law of the National University of Kyiv-Mohyla Academy (NaUKMA) Faculty of Law, participated in the international academic conference Forum on Digital Rights and Online Safety (Forum o digitalnim pravima i sigurnosti na internetu), held in Podgorica, Montenegro. The conference was organised by the Faculty of Law of the University of Montenegro.

The event brought together participants primarily from the Balkan region, where countries face challenges similar to those encountered by Ukraine on their path towards European Union membership.

Representing the NaUKMA Faculty of Law, Maksym delivered a presentation in English entitled “EU Integration as a Tool for Combating Digital Threats: A Case of Ukraine”.

His research focuses on the implementation of the EU acquis communautaire in the regulation of digital platforms in Ukraine. During his presentation, he shared Ukraine’s experience of using EU legislation to address external information threats in the digital information environment. He also outlined challenges shared by EU candidate countries in implementing the EU digital acquis, particularly given that a significant proportion of regulatory powers in this field are exercised at the supranational level.

The discussion provided an opportunity for participants to exchange views on possible approaches to transposing the Digital Services Act (DSA) and the European Media Freedom Act (EMFA) into national legislation. Particular attention was paid to strengthening the protection of digital platform users’ rights at the national level and assessing the effectiveness of different approaches to implementing these EU legal instruments.
