On 17 March, Dr Volodymyr Venher, Dean of the Faculty of Law at the National University of Kyiv-Mohyla Academy (NaUKMA), and Pavlo Pushkar, faculty member at the Department of International and European Law, took part in the international conference \u201cBetter Enforcement of National Judicial Decisions: A Human Rights and Rule of Law Requirement\u201d, held at the Council of Europe headquarters in Strasbourg. The event was jointly organised by the Council of Europe and the Ministry of Justice of Luxembourg under the auspices of the Luxembourg Presidency of the Committee of Ministers of the Council of Europe.<\/p>\n
During Panel 2, dedicated to challenges related to systemic and structural issues of non-enforcement of domestic judgments, Dr Volodymyr Venher delivered an online presentation on the rule of law as a key prerequisite for improving the enforcement of court decisions in Ukraine. Pavlo Pushkar, Head of Division at the Department for the Execution of Judgments of the European Court of Human Rights, also participated in this panel. He described the event as \u201ca conference of the conferences\u201d \u2014 as the enforcement of court decisions remains a cornerstone of access to justice and compliance with the rule of law.<\/p>\n
As Pavlo Pushkar\u00a0noted, it is time to strengthen European standards in this area:
\n\u201cJudgments must be enforced \u2014 and as Frank Herbert said, \u2018spice must flow\u2019 and thus we do need \u2018better enforcement of national judgments\u2019 to ensure better implementation of the European Convention on Human Rights and the catalogue of rights under the Convention at the domestic level.\u201d<\/p>\n
